The COC is committed to making sport safe, inclusive and barrier-free so more young people can play and stay in sport. As part of the COC’s $10M commitment to the advancement of Safe Sport we are pleased to launch the application process for NSO Enhancement - Safe Sport funding. Direct to NSO funding is available for projects in the areas of Governance, Leadership, Culture Change, and Participation. All projects must contribute to creating a safe environment for those participating in the sport. The program will follow similar guidelines to NSO Return to Sport funding that was allocated in 2021.
The federal government has mandated NSO to be compliant with the Canadian Sport Governance Code by 2025. First and foremost this program aims to accelerate work of NSOs toward meeting the standards established in the Code. NSOs are encouraged to apply for funds to support initiatives identified in their governance Report Cards and Actions Plans. Projects in other areas will be considered based on demonstrated progress toward meeting the 2025 requirements.

Eligibility
This program is open to all NSOs for Olympic Sport disciplines.
Priorities:
The following Priorities will be considered when reviewing applications for funding. Projects must contribute to advancing at least one of the following priority areas:
- Progression towards compliance with the Canadian Sport Governance Code is the top priority for these funds.
- Athlete Representation is essential to ensuring that the perspectives of and implications for athletes at all levels are considered in sport organization decision-making.
- Diversity, Equity & Inclusion is fundamental to the COC’s Impact Agenda and vision for a sport system where systemic barriers have been eliminated and equity deserving groups have access and opportunity to participate.
- NSO/PTSO Relations and Alignment must be fostered to enable effective implementation and delivery of policies, programs, and services.
Pillars:
Projects must fall into one of the following program pillars:
- Governance: Uplift NSO Governance in line with the Canadian Sport Governance Code and work toward meeting the 2025 Sport Canada requirements for NSO compliance.
- Leadership: Development of NSO senior staff and board directors, including recruiting and preparing individuals for these roles (e.g. athletes).
- Culture Change: Processes, tools and resources aiming to improve and strengthen culture organization wide/sport wide.
- Participation: Targeted initiatives to increase participation by removing barriers and opening doors to sports programs for new Canadians and marginalized communities.
Some examples of projects in scope:
- Policy and bylaw review, updates and amendments to align with the Canadian Sport Governance Code (CSGC)
- Closing gaps identified in Report Card and Action Plan toward compliance to CSGC
- Athlete Board Member recruitment and onboarding
- Match manipulation (Awareness and education)
- Athlete feedback mechanisms (e.g. Maltreatment)
- Risk assessment & management initiatives
- Committee Terms of Reference
- Policy implementation
- Board Member recruitment (DEI, Athletes)
- Sport opportunities for members of targeted communities (Inclusive initiatives, projects, programs)
- Organizational wide culture change strategy
- NSO/PTSO alignment
Out of scope
The following initiatives should be covered by other funding partners, normal business operating costs or do not fall within the program priority areas:
