This COC investment in NSOs furthers our commitment to support improvements to NSO business operations and governance over the next four years. The priority areas for the funding support were developed with consideration for the impact of the pandemic, lessons learned from previous investments, feedback from the community and a coordinated and collective effort to advance sport system priorities. Please refer to the Program Overview shared August 18th (included below) for additional background and details on eligible initiatives.
The COC believes that strong and resilient NSOs are essential to Team Canada’s ongoing success on the international stage. Good governance practices are essential to the advancement of each organization; accordingly, a significant portion of NSO Return to Sport is dedicated to supporting governance related initiatives. Each organization is strongly encouraged to include an element of work in their application toward achieving the standards set forth in the Canadian Sport Governance Code and the Sport Canada Governance Report Card.

Application Process
You may apply for multiple initiatives within your single NSO project. Support for NSOs is projected to range from $20,000 - $150,000 based on the merit of each proposal and targeted sport tiering. NSOs are encouraged to discuss their project with COC prior to submitting an application. At the discretion of the COC, exceptions to the funding range may be made (e.g. multiple NSOs are involved in an initiative, potential for scaling and benefits to other NSOs, significance of the impact for the NSO).

Logging in:
- For those who had applied for NSF Enhancement Initiative funding last quadrennial, you can test out your connections and log in here (your account information will be the same).
- If you do not have an account, you can register your email address to create an account here.
To apply:
- When you arrive on the “Canadian Application Portal”, there will be three visible programs. Please scroll down to “NSO Return to Sport Funding” and then click “More” (or directly follow this link)
- When you arrive in the program, on the left hand side, there is a green button “apply”, please click there.
- Within your application, there will be two visible tasks:
- NSO RTS Application Form
- (OPTIONAL) If you would like to upload any supporting files to your application.
- Click on the NSO RTS/Enhancement Application form to complete your application.
To note:
- You have the option to save progress and return at a later time. In order to advance through the application, you will have to complete each page along the way.
- When ready to submit, on your main landing page, the “Submit” button will appear green and you can click it (see attached screenshot).
- Applications will be accepted until October 15, 2021 at 11:59pm ET

The COC first introduced the NSF Enhancement Initiative in 2013. The COC engaged Deloitte to conduct NSO assessments to identify opportunities to improve business operations and governance. Since 2013, the COC has invested $15 million through NSF EI 1.0 and NSF EI 2.0 towards growing the organizational capacity of NSOs, strengthening leadership, and driving greater alignment in the sport system.
At the conclusion of the NSF EI program, NSOs reported that the COC support filled critical gaps and enabled NSOs to generate new revenues, stretch current capabilities, and gain traction on initiatives that otherwise would not have progressed.
Targeted Funding:
The COC may choose to provide direct contributions to NSOs for projects and initiatives that are within the following four areas:
- Uplift NSO Governance in line with the Canadian Sport Governance Code and the Sport Canada Governance Report Card
- Develop and support NSO Leadership
- Improve Diversity, Equity and Inclusion in National Sport Organizations
- Advance System Modernization to build greater alignment, create efficiencies and optimize resources clarity and collaboration into the sport ecosystem.
Without limiting the scope of projects that will be considered for funding by the COC, the following list provides some guidance.
Some examples of projects in scope:
- Governance: policy and bylaw review, updates and amendments to align with the Canadian Sport Governance Code
- Initiatives to achieve greater alignment with PTSOs through governance
- Initiatives to target and recruit greater diversity on the Board of Directors
- Risk Management Initiatives
- Data Capturing/Aggregation/Analytics to better understand staff and membership composition/demographics
- Initiatives to promote Diversity, Equity and Inclusion in your sport
- Initiatives to increase BIPOC participation in your sport
- Inclusion education and awareness initiatives
- Leadership development in your NSO including mentorship, coaching, executive education for Senior leadership (or in succession planning)
- Structural and operational innovations that enhance an NSOs ability to achieve its mandate
Out of Scope and normally not considered for Return to Sport funding:
- Staff salaries
- Team uniforms
- Hosting meetings, events and conferences
- Strategic planning
- Staff recruitment costs
- Membership/Registration Systems
- Re-Brands
- Organizational restructuring
- Sponsorship packages
- Marketing campaigns
- Fundraising campaigns/events
